Context and Background
Merlin has been working in Somalia since 2003, and works in partnership with other agencies and the Somalia Support Secretariat. We are currently implementing a communicable disease control programme in Puntland, three programmes addressing HIV/AIDS and TB in Puntland, malaria throughout the country, and an emergency health and nutrition programme in central Somalia. We are also partners of the Gedo Health Consortium, a support programme that seeks to address key primary health care needs in five districts of Gedo region, southern Somalia.
Main purpose of the role
The role of the Malaria Technical Coordinator is to provide technical support to the malaria program in Somalia at a country level. This entails developing the malaria strategy for the whole country, liaise with other partners (WHO, UNICEF & NGOs) in the process. The position supports all malaria global fund partners across Somalia and those based in Nairobi including the principal recipient. In addition this entails support to build consensus and harmonize malaria control policies and strategies for Somalia, ensuring participation and collaboration of the local authorities and possibly the private sector.
Overall Objectives (scope)
Support the development of malaria strategic papers, including training guidelines, treatment protocols, ITN strategy, malaria communication strategy and the national strategic plan for malaria control and prevention. Besides support all partners of the GFATM malaria programme in the design, implementation and monitoring stages of their respective activities ensuring effective implementation strategies and harmonization between partners.
Support capacity building among partners and key stakeholders for malaria diagnosis, drug sensitivity surveillance and epidemic surveillance.
To report on programmatic and financial progress of Merlin activities in conjunction with the Merlin Nairobi regional office. Contribute towards the development of malaria control strategies for Merlin East Africa programmes in collaboration with key staff in the region.
Responsibilities
Leadership
- Act as the line manager of the three malaria zonal coordinators (MZC)
- Establish quarterly work plans together with the MZC;
- Visit each zone to assist and supervise the MZCs at a minimum once every quarter;
- Evaluate and discuss the MZCs performances (3600 appraisals).
Finance Management
- Responsible for the programmatic and financial follow-up of the project;
- Review and approve all purchase orders from the field;
- Follow up the overall budget and report on the programmatic and financial progress of activities to Merlin’s management team and the PR;
- Participate in management team meetings for the Merlin Somalia programme.
Programme Development
- Contribute towards development of malaria control strategies for Merlin Somalia programmes in collaboration with key staff in the region
- Provide technical advice on malaria control to Merlin East Africa country programmes;
- Participate in malaria control programme development in collaboration with the respective Health Directors and Medical Coordinators;
- Develop relationships on behalf of implementing partners with other relevant networks in the African Sub-region;
- Participate in the East Africa Roll Back Malaria Regional Network quarterly and annual meetings;
- Participate in the EMRO annual malaria meeting on behalf of the (Somalia support secretariat, Health sector committee) SSS HSC;
- Develop relationships with relevant research institutes (KEMRI/WT, AMREF).
- Establish an emergency preparedness and response plan for malaria;
- Guidelines for e-prep;
- Action plan for emergency response (responsibilities, activities, monitoring).
Programme Support
- Support partners in building consensus and harmonizing malaria control policies and strategies for Somalia, ensuring participation and collaboration of the local authorities;
- Participate in consultative and consensus building forums in order to ensure local political commitment to the project;
- Assist the malaria zonal coordinators in discussions with the local authorities (MOH malaria focal points (MZFP) on malaria technical issues.
- Support strategic and technical planning at national and sub-national levels;
- Participate in the malaria management team meetings;
- Participate in and facilitate the quarterly review meetings;
- Assist the MZC and the MOH focal points in planning of M&E activities.
- Support the development/review of malaria strategic papers including treatment protocols, ITN strategy, malaria communication strategy and the national strategic plan for malaria control and prevention
Programme Technical Support
- The design, implementation and analysis of malaria related surveys (KAP, MICS, drug sensitivity);
- The evidence-based review of the malaria national strategy;
- Malaria related operational research;
- Provide technical support to the design, implementation and sustainability of strategies for malaria laboratory diagnosis in Somalia among GFATM partners;
- Review of RDT statistics from the consumption follow up forms;
- Assist in the quality assurance of laboratories doing malaria microscopy (lab evaluation with standard forms and quality control of slides);
- Compile and analyze the information of all evaluations done and provide feedback to the malaria management team and working group.
- Support all partners of the GFATM Malaria Program in the design, implementation and monitoring stages of their respective activities ensuring effective implementation of strategies
- Provide technical support for (joint) technical supervision of malaria activities;
- Establish a supervision plan for each zone in collaboration with the MOH for the supervision of health facilities;
- Establish standard supervision forms;
- Supervision the health facilities in all 3 zones in collaboration with the MOH, the SR for referral labs and WHO;
- Provide technical support for data collection and analysis;
- Review routine data collection through HIS in collaboration with UNICEF and partners for HIS pilot projects;
- Surveillance data in collaboration with WHO;
- Consumption follow-up data in collaboration with implementing partners.
- Report to the SSS HSC on monthly activities and major relevant issues for discussion/follow up related to the technical coordination of the program and submit quarterly work plan;
- Interact on a regular basis with the other management teams of the SSS/GFATM projects so as to identify and build areas of synergy and collaboration;
- Provide technical support for joint feed back to technical/operational queries from the GFATM Secretariat
Staff Management / HR
- Support capacity building among partners and key stakeholders for malaria diagnosis, case management and epidemics surveillance;
- Provide technical support to the development of standard training guidelines and training materials, ensuring that outputs are in line with WHO/RBM guidelines;
- Organize, facilitate and evaluate trainings of trainers on malaria diagnosis, case management and epidemic preparedness and response (if Merlin is selected as a SR for MTC and E-Prep);
- Identify and/or organize international trainings for zonal focal points and malaria program managers of key stakeholders.
- Line manage the three malaria zonal coordinators and provide the necessary technical support.
Person Specification

- Medical Doctor/Nurse with postgraduate qualification in public health or related field

The World Bank’s efforts to facilitate faster growth in African agricultural productivity and inclusive rural development in the Region require enhanced presence in our country offices; to interact with clients and partners on a regular basis, to support design and implementation of comprehensive programs, and to facilitate improved monitoring and evaluation of developments in the sector. Areas of engagement broadly include agricultural technology, marketing and value chains, vulnerability and risk management, rural infrastructure (including irrigation), decentralization and provision of services in rural areas, and policy and regulatory reforms.
The Africa Region’s unit responsible for agriculture and rural development (AFTAR) is seeking a seasoned professional to be resident in Abuja, Nigeria to lead our work in Nigeria and contribute regionally. Nigeria faces several challenges, including need for increased domestic production of food for urban consumption in light of higher global prices of imports, need to increase competitiveness in commercial production, to enhance delivery of key public goods and services, and to manage a fragile and degrading natural resource base. The Government places a high priority on agriculture, and particularly on achieving higher productivity and increased commercialization.
To support a growing line of analytical and operational work in Nigeria, an experienced professional is sought for a term position of three years with potential for extension. The staff member will be based in the World Bank Office in Abuja, and will work closely with colleagues in AFTAR already in place. Open-ended staff who apply will retain their open-ended status. The staff member will undertake the following roles and responsibilities:
Duties and Accountabilities
The selected staff member will assure the effectiveness and coherence of our agricultural work in Nigeria and in neighboring countries, together with colleagues from other units in the Sustainable Development department and the country team as a whole. Accountabilities include the following:
• In partnership with AFTAR colleagues, coordinate policy dialogue on agricultural and rural issues and interactions with the client and partners, and alert management (both country and sector) to issues requiring attention;
• Lead/initiate/participate in analytical and strategic work pertaining to agricultural growth and productivity in Nigeria, including work managed by AFTAR and that managed by other units, but requiring input from our staff, such as public expenditure analysis. Participate as a team member in comparable work regionally;
• Lead/ contribute to key operations important to the agricultural sector, both within the portfolios in Sustainable Development, and more generally; e.g., budget support operations. Assure timely delivery of these operations with high levels of quality;

"In an aging population, the demand for health care increases as does the demand for health care workers," says Edwin W. Koc, director of Strategic and Foundation Research at the National Association of Colleges and Employers, which provides job outlook reports for college graduates.
Beyond demand in the traditional areas of nursing, physical therapy, and pharmacy, emerging health care professions include assisted living, hospital care, mental health, pharmaceutical, medical devices, cosmetic surgery, and biotech.
Internet-Based Services
According to Bureau of Labor Statistics (BLS), computer scientists and database administrators are expected to be among the fastest-growing occupations through 2014. Rapidly changing technology requires an increasing level of skill and education on the part of employees, and also communications and other interpersonal skills. While a bachelor's degree is a prerequisite for many jobs, some may require only a two-year degree.
Accounting and Financial Services
Thanks to the Sarbanes-Oxley Act, which was created to protect investors from corporate accounting fraud by establishing new or enhanced standards, the demand for financial professionals will continue growing faster than the average through the year 2014, states the BLS. "[The legislation] has been a boon to the accounting profession," notes Koc. Accountants and auditors held about 1.2 million jobs in 2004, reports the BLS.
"Positions highest in demand are accountants and auditors," says Robert Lyons, vice president and group leader of Professional Services for Kelly Services, a national staffing service. The median annual salary of accountants and auditors was $50,770 in 2004, with the top 10 percent earning more than $88,610, reports the BLS.
Careers with a Security Focus
Today's security concerns on both the government and corporate levels require professionals with security-specific skills. Many businesses in the education, financial, logistics, legal, medical, IT, and telecommunications fields, for instance, now seek individuals with a security clearance.
"Anyone who is transitioning out of the military with a security clearance could be a hot commodity in both the federal and private sectors," says Lyons. "Defense contractors, federal civil engineers, along with the intelligence communities are creating the highest demand for security-cleared professionals."
Intellectual property (IP) attorneys who specialize in patent law will be in demand as well. The protection of patents by corporations is essential for them to succeed, according to Lyons. "IP attorneys with advanced degrees in engineering, biotechnology, and computer sciences will be coveted and will have the opportunity for greater earnings."
Engineering and Science
As technology becomes more sophisticated, employers will seek engineering technologists who can combine their degrees with on-the-job experience. "Engineers are needed across the board, with the biggest shortage of civil/structural engineers and designers in the chemical and petrochemical industries," according to Steve Armstrong, senior vice president of Technical Services for Kelly Services.
Overall employment of engineering technicians is expected to increase about as fast as the average for all occupations through 2014. Competitive pressures will force companies to improve and update manufacturing facilities and product designs, resulting in more jobs.
"Today's need for higher fuel efficiency, alternative fuels and hybrids and lower emissions (without sacrificing performance) has caused a significant increase in the demand for engineers in this area," Armstrong says.
8 Ways to Make Yourself More Marketable
The economy is shaky -- and it may feel like your job is, too.

* Use your name as your brand, especially in email. Don't confuse potential employers by using your maiden name on your resume and your married name in your email. And the nickname your friends find funny may not look professional.

* Meet an employer's need. Employers "want a round peg for the round hole," said Kathryn Ullrich, a career expert and executive recruiter.
You may want to stretch yourself by trying a job you've never done before, but there's not much in that for the employer. Any time you apply for a job, make sure you can tell a story about your career that shows why you would be the best person for the job. "It's really about what the employer is looking for," Ullrich said.
* Maintain a smart online profile. "All that stupid stuff you put on Facebook -- take it off," said Richard Phillips, owner of Advantage Career Solutions. At the same time, find industry blogs and forums and start contributing comments.

* Become active in a professional association. This means doing more than paying dues and showing up for meetings. Find a way to help: For example, perhaps you can organize expert speakers in your field to be on a panel. It will boost your resume, build you self-esteem and give you valuable connections. "You're building up relationships with people who are going to hire you," Ullrich said.
* Take a class or get a certificate. This is especially helpful if it teaches you a skill -- new technology that's being used in your field, for example -- that you don't already have.
* Take on a new project at work. It should be "something that lets you add something new to your resume," Phillips said. "Think in terms of the resume that you're going to be writing. What do you want to have on there that isn't on there now?"
* Be flexible. You may not want to commute more than 10 miles, but being willing to bend a bit will open up more opportunities. It will also make you a more attractive candidate because it signals to employers that you're able to handle change.
