The Regional Project Coordinator will be responsible for coordinating and managing the teams and partners in Uganda and Kenya. This position reports to the Deputy Director-Programs in the country program where the position is based. This position manages no staff directly, but rather performs a coordination function.

Key Responsibilities
• Project Quality: Ensure project design and coordination that contributes to enhanced quality and strategic interventions at the community-level in line with IRC’s Program Framework and best practices in the area of peace building an conflict mitigation

Requirements
• An advanced degree in a related discipline such as Governance and Rights; Conflict Mitigation; Civil Society development

• Demonstrable experience in human resources, donor compliance, financial and operational management. Experience of implementing project/s funded by the European Commission highly desirable
• Experience coordinating multi-faceted projects and teams across several locations, preferably in the Horn and East Africa region

Specific Security Situation/Housing:

The security situation in Nairobi and Kampala is relatively calm with street crime being the most significant threat. In the field, there are some isolated threats related to inter-clan conflicts and potential cross-fire.

In the city of the duty station, housing is individual and must be located by the employee. IRC will provide an allowance to assist with rent and bills. In field sites, guesthouses or hotel accommodation will be provided.

Context and Background


Merlin has been operational in various counties throughout Liberia since 1997 and has developed a good reputation as a key partner of the Ministry of Health and Social welfare (MOH&SW) in Liberia. The main focus of Merlin’s programme in Liberia at present is supporting the MoH&SW with the provision of quality primary and secondary level health care services and influencing policy at the national level. In the course of implementing its activities in Liberia, Merlin supports over 800 MoH&SW workers through incentive payments. Merlin actively collaborates with the MoH&SW, UN Agencies, local partner NGOs, and other INGOs and agencies such as Mentor Initiative and International Committee of the Red Cross.

Merlin’s activities include technical, capacity building and logistical support to the County Health and Social Welfare Teams (CH&SWTs) as well as capacity building health facility staff through training, mentoring and/or supervision to ensure improved quality of care in the supported facilities. In 2009 Merlin will be supporting 53 primary health care facilities in Montserrado, Maryland, Grand Bassa, Sinoe, Grand Kru and Grand Gedeh counties, and 4 hospitals in Buchanan, Zwedru, Greenville and Harper. Merlin also has a Reproductive Health/Sexual Gender Based Violence (SGBV) team to mainstream maternal health promotion and HIV/AIDS prevention into all Merlin projects as a cross-cutting theme.

In December 2008 Merlin re-opened a midwifery training program in Zwedru, Grand Gedeh County that had been closed throughout the years of conflict.

Merlin Liberia is working with the MoH&SW and CH&SWTs in each supported county to create a more coordinated strategy in line with the MoH&SW lead partner approach. As a first step towards this, Merlin is developing a Counterpart Strategy geared towards a closer, more efficient and effective collaboration with the CH&SWTs in the delivery of health services and the development of their managerial capacity.

Maryland County Health Project

Merlin’s current project in Maryland County supports health service delivery for the CH&SWT to run the JJ Dossen Memorial Hospital and 3 clinics. Another main focus is to empower the CH&SWT to ultimately manage the health services of Maryland without Merlin’s support. Merlin is initiating a new project in July 2009 in the adjacent county of Grand Kru and Harper will become a support base (primarily for logistics) for this new project in the coming months.

Main purpose of the role
To ensure that all aspects of the project cycle are implemented effectively for the Maryland County Programme

Overall Objectives (scope)
- Management of the project consistent with the project management cycle, program objectives, activities and indicators
- Management of an effective team at the location
- To ensure team safety and compliance with security regulations
- Representation of Merlin to the County Health and Social Welfare Team (CH&SWT), other NGOs, UN agencies, local government bodies and other relevant parties

Responsibilities
Operational Management
- Work in partnership with the Health Coordinator and Field Logistician to strengthen the capacity of health facility staff, local health authorities and other partners
Be responsible for the effective and efficient management of the
- field project consistent with the project management cycle, program objectives, activities and indicators
- Ensure the consistent use of Merlin standard procedures, systems and guidelines
- Initiate and maintain regular, minuted project team meetings and hold more detailed planning workshops periodically during the project cycle in conjunction with Grand Gedeh Programme team

Security

Programme Development
- Ensure all relevant authorities are included in the planning and implementation of projects as appropriate
- Draw up plans, proposals and budgets for new projects/ project extensions in conjunction with relevant operations, logistics, medical and financial staff and implementing partner organisations
- Pro-actively contribute to programme development and strategy especially the Counterpart Strategy being developed by the Country Team
- Together with the CHT, develop a joint County Health Plan for county health activity implementation and a capacity building plan for training and capacity building of the CHT and County Health Officer (CHO)
- . Work closely with the County Health Team in the capacity building of the County Health Officer (CHO), CHT and other MOH and SW staff

Logistics/ Finance/ Administration
- Ensure appropriate administrative, financial and logistical Merlin systems/ procedures are in place, maintained and followed, so that all support functions are carried out effectively and efficiently
- Maintain familiarity with DFID donor compliance issues, ensuring the project is compliant with donor and Merlin procedures
- Ensure regular communications systems are established and effectively maintained.
- Take overall responsibility for financial management and accurate control of the project budget through monthly monitoring of expenditure versus the budget reports
- Prepare and submit projected expenditures each month (cash forecasting)
- Document the project for transparency and future donor inspection/ audit
- Be responsible for overall line management of the field site’s logistical activities including procurement and construction in collaboration with the field logistician, construction manager and Monrovia staff
- Ensure Merlin complies with all legal and bureaucratic requirements in-country, with support from Merlin Monrovia

Human Resource Management
- In conjunction with other team members, optimise the use of human, logistical and financial potential
- Responsible for national staff selection. Where relevant, contribute to design of job descriptions and participate in staff recruitment/ dismissal
- Conduct staff appraisals for staff under direct line-management, and arrange for others to undertake appraisals of staff under their management
- Maintain good inter-team communications, engender good team dynamics, and take suitable action when problems occur
- Support team members professionally and monitor/ support stress management
- Ensure appropriate capacity development and training is carried out for all Maryland national personnel

Communication and Representation
- Participate in donor visits and relevant discussions with donors
- Represent the project/ Merlin to local government authorities, other NGOs, UN agencies and other parties as necessary. Ensure relevant parties are kept informed of Merlin activities as appropriate
- Ensure regular communication is maintained between the Harper field team members, the Merlin Country Management Team (CMT) in Monrovia, and other project sites.
- In discussion with the CD, and according to Merlin guidelines, be the project’s contact with the local media
- Ensure all relevant parties are kept informed on Merlin activities as appropriate (i.e. , (I)NGOs, MOH&SW, etc
- Provide leadership and coordination of other actors in the health sector as Lead Agency for health in Grand Kru County in liaison with the County Health Team (CHT)
- Contribute to local advocacy issues where they relate directly to health status, access to health care, humanitarian space and/or humanitarian standards, etc.

Grant Management
- Edit and compile donor and quarterly reports from partners

- Provide logistical support where possible to partners to ensure fulfilment of objectives

Essential Qualifications, experience and competences
- Relevant university qualification in management, social science or other relevant
- Extensive and relevant field experience in a humanitarian context, preferably in a co-ordination role, including the following experience:
o Project proposal, including logical framework development
o Project implementation, ensuring quarterly review meetings, report and proposal writing
o Personnel management
- Strong leadership skills, with a supportive and participatory management style
- Strong financial, logistics, human resource and administrative management

Context and Background

Merlin has been working in Somalia since 2003, and works in partnership with other agencies and the Somalia Support Secretariat. We are currently implementing a communicable disease control programme in Puntland, three programmes addressing HIV/AIDS and TB in Puntland, malaria throughout the country, and an emergency health and nutrition programme in central Somalia. We are also partners of the Gedo Health Consortium, a support programme that seeks to address key primary health care needs in five districts of Gedo region, southern Somalia.

Main purpose of the role

The role of the Malaria Technical Coordinator is to provide technical support to the malaria program in Somalia at a country level. This entails developing the malaria strategy for the whole country, liaise with other partners (WHO, UNICEF & NGOs) in the process. The position supports all malaria global fund partners across Somalia and those based in Nairobi including the principal recipient. In addition this entails support to build consensus and harmonize malaria control policies and strategies for Somalia, ensuring participation and collaboration of the local authorities and possibly the private sector.

Overall Objectives (scope)

Support the development of malaria strategic papers, including training guidelines, treatment protocols, ITN strategy, malaria communication strategy and the national strategic plan for malaria control and prevention. Besides support all partners of the GFATM malaria programme in the design, implementation and monitoring stages of their respective activities ensuring effective implementation strategies and harmonization between partners.

Support capacity building among partners and key stakeholders for malaria diagnosis, drug sensitivity surveillance and epidemic surveillance.

To report on programmatic and financial progress of Merlin activities in conjunction with the Merlin Nairobi regional office. Contribute towards the development of malaria control strategies for Merlin East Africa programmes in collaboration with key staff in the region.

Responsibilities

Leadership
- Act as the line manager of the three malaria zonal coordinators (MZC)
- Establish quarterly work plans together with the MZC;
- Visit each zone to assist and supervise the MZCs at a minimum once every quarter;
- Evaluate and discuss the MZCs performances (3600 appraisals).

Finance Management
- Responsible for the programmatic and financial follow-up of the project;
- Review and approve all purchase orders from the field;
- Follow up the overall budget and report on the programmatic and financial progress of activities to Merlin’s management team and the PR;
- Participate in management team meetings for the Merlin Somalia programme.

Programme Development
- Contribute towards development of malaria control strategies for Merlin Somalia programmes in collaboration with key staff in the region

- Provide technical support for joint feed back to technical/operational queries from the GFATM Secretariat

Staff Management / HR
- Support capacity building among partners and key stakeholders for malaria diagnosis, case management and epidemics surveillance;
- Provide technical support to the development of standard training guidelines and training materials, ensuring that outputs are in line with WHO/RBM guidelines;
- Organize, facilitate and evaluate trainings of trainers on malaria diagnosis, case management and epidemic preparedness and response (if Merlin is selected as a SR for MTC and E-Prep);
- Identify and/or organize international trainings for zonal focal points and malaria program managers of key stakeholders.
- Line manage the three malaria zonal coordinators and provide the necessary technical support.

The World Bank’s efforts to facilitate faster growth in African agricultural productivity and inclusive rural development in the Region require enhanced presence in our country offices; to interact with clients and partners on a regular basis, to support design and implementation of comprehensive programs, and to facilitate improved monitoring and evaluation of developments in the sector. Areas of engagement broadly include agricultural technology, marketing and value chains, vulnerability and risk management, rural infrastructure (including irrigation), decentralization and provision of services in rural areas, and policy and regulatory reforms.

The Africa Region’s unit responsible for agriculture and rural development (AFTAR) is seeking a seasoned professional to be resident in Abuja, Nigeria to lead our work in Nigeria and contribute regionally. Nigeria faces several challenges, including need for increased domestic production of food for urban consumption in light of higher global prices of imports, need to increase competitiveness in commercial production, to enhance delivery of key public goods and services, and to manage a fragile and degrading natural resource base. The Government places a high priority on agriculture, and particularly on achieving higher productivity and increased commercialization.

To support a growing line of analytical and operational work in Nigeria, an experienced professional is sought for a term position of three years with potential for extension. The staff member will be based in the World Bank Office in Abuja, and will work closely with colleagues in AFTAR already in place. Open-ended staff who apply will retain their open-ended status. The staff member will undertake the following roles and responsibilities:

Duties and Accountabilities


The selected staff member will assure the effectiveness and coherence of our agricultural work in Nigeria and in neighboring countries, together with colleagues from other units in the Sustainable Development department and the country team as a whole. Accountabilities include the following:

In partnership with AFTAR colleagues, coordinate policy dialogue on agricultural and rural issues and interactions with the client and partners, and alert management (both country and sector) to issues requiring attention;

Lead/initiate/participate in analytical and strategic work pertaining to agricultural growth and productivity in Nigeria, including work managed by AFTAR and that managed by other units, but requiring input from our staff, such as public expenditure analysis. Participate as a team member in comparable work regionally;

Lead/ contribute to key operations important to the agricultural sector, both within the portfolios in Sustainable Development, and more generally; e.g., budget support operations. Assure timely delivery of these operations with high levels of quality;

Support colleagues in the country office in assuring quality of their own work and successful delivery of their programs;

Identify and act on synergies within the Sustainable Development portfolio in Nigeria and regionally and in the country programs more generally, through intellectual leadership and teamwork;

Serve as an active member of the AFTAR technical and operational unit, contributing to the Region’s strategic scale up of support for agricultural productivity, in Nigeria and more generally.


Selection Criteria


Masters or PhD in Agricultural Economics or related discipline

At least eight years of experience on agricultural development issues;

Recognized substantive leadership in one or more of the strategic/ technical areas noted above;

Proven operational experience, preferably in a country office in Africa, with high quality;

Experience in West Africa desirable

Strong analytical and communication skills

Ability to lead and work with multi-disciplinary teams

Evidence of effective team work and client relations

Fluency in English required; fluency in French desired
